Reinvigorating Counterterrorism Policy for Emerging Threats: The UK’s New Comprehensive Strategy

To counter the evolving threat of terrorism and enhance system-wide response coordination, the British government has published a new counterterrorism strategy, the first under the new coalition government. On July 21, the Center on the United States and Europe at Brookings will host British Home Secretary Theresa May for a discussion of the UK’s comprehensive counterterrorism strategy, known as CONTEST. The Secretary will discuss how CONTEST will enhance the government’s capacity to pursue terrorists, counter radicalization, protect vulnerable targets and mitigate impact when an attack cannot be stopped.
