Bruce Riedel addresses the puzzling silence in the global jihad after Al Qaeda's core leadership in Pakistan and Afghanistan announced the terror group's new leader, Ayman al-Zawahiri, several weeks ago. Riedel remarks that there may be a lack of confidence in Zawahiri, and Al Qaeda affiliates could be waiting to see if he is up to the challenge of filling bin Laden's role.
