Libya's Al Qaeda Problem

Daniel Byman outlines the history of al Qaeda’s relationship with Libya. From a counterterrorism point of view, Byman writes that the most serious danger is that civil war will continue without end, giving al Qaeda the opportunity to bend the conflict to its will.
